once a phone is disabled how can you reset to factory settings? have tried to restore 3 times but now it says the device can't be found

If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support

my phone is disabled because i couldn't remember the passcode i have tried 3 times to restore it but it says it can't be found
