Customizing Software Update

What do i do if i want a different update version on my device than what is being offered? Or how do i know the latest version of software that my device can support? I need IOS 13 on my iPad but latest update available is 12.5.4

A device running iOS 12.5.4 will not be compatible with any higher version of iOS.
