downloading apps

every time i try to download an app ive already downloaded there would be a thing that shows up and says “there is a billing with a previous purchase” and it will ask me to put in my password to view billing information but i have no billing information. but this is only an issue with things i’ve already downloaded and then deleted, i can download things i haven’t downloaded. ive tried fixing it multiple times but nothing seems to work.
