If your Apple Watch is cellular, have you set up cellular service with your cellular provider? If your watch is Wifi only, you need to have your phone near your watch in order to make and receive phone calls.

I have a cellular Apple Watch. But for a Wifi only watch, in order to place a call from the watch, your companion phone needs to be near you and I believe you need to set up Wifi calling on your phone, which you can share to your watch. To be honest, since your phone has to be near you, I'm not sure why making a phone call from the watch would be preferable to simply using your phone to make a call? If you wanted your watch to be a stand alone device, you should have purchased a cellular Apple Watch.

Go in to the phone app select one of the options “favourites, recent, contacts, keypad and select who you want to call
