MacBook Air

That appears to be touchbar controls...

If this is an Intel Mac—

Try resetting the SMC https://support.apple.com/en-us/HT201295

Try resetting NVRAM/PRAM http://support.apple.com/kb/ht1379

if this is an M1 Macbook Air—

No SMC or NVRAM on the M1 SoC.

therefore equivalent is Shut down, close the lid 30 secs+ , reboot as normal.

if no resolve SafeBoot https://support.apple.com/en-us/HT201262

Start up your Mac in safe mode. It will do a Repair Disk, clear cache files and only load Apple Software, extensions and fonts. It will load slowly - normal. Once logged in - run this way long enough to Test if the issue is presented. If Not - there might be some third party software interfering with the Normal operation of the OS OR some issue in the User Account.

You can also see from Finder>View>Customize Touchbar:

Makes some changes here to test—and see if there is some resolve to your issue.

What is your mac model? Is it a MacBook Air, as stated in the profile? Or a MacBook Pro?

This extra bar is a copy of the touch bar as exists in several models of MacBook Pro.

The phrasing of your question suggests that you are unfamiliar with it, so you probably don't have a MBP.

Do Safe Mode, as P. Phillips recommended. I am pretty sure that this bar will NOT appear in Safe Mode.

Restart again. If it is back: you have installed some software that mimics the touch bar...

Please run Etrecheck and post its full report here. Use the "additional text" button and paste the report into the text box.
