Have you checked Settings/Screen Time for any restrictions?

Bluetooth - If you can't connect a Bluetooth accessory to your iPhone, iPad, or iPod touch.

Connect to Wi-Fi on your iPhone, iPad, or iPod touch. *

Troubleshooting Wi-Fi issues in IOS. -
