How to change my Apple ID region?

I changed my region in the iPhone settings but this change did not happen in the Apple ID

I had an app that was deleted and when I tried to download it again a message appears that this app is not available in your region so I tried to change the appstore for the United States and it did, but I opened the Apple ID page. I can't write the phone number in the field
