Ask to Buy

Is there a way to allow kids to download free apps without permission but if they go to actually purchase something the ask to buy kicks in?

No. If Ask To Buy is active, it will apply even if there is no initial cost.

By the way, be careful about so-called "free apps." The Store calls them free if there is no cost the initial download. But many how them have the ability to run up big charges for subscriptions and in-app purchases.
