Hi,

You don’t use iCloud for windows. You can subscribe to Apple Music on your PC using iTunes.

Join Apple Music on your iPhone, iPad, iPod touch, Mac or PC – Apple Support (UK)

Subscribe to Apple Music using iTunes on PC - Apple Support
