Yes, they offer pre-orders regularly. Pre-Orders are normally announced during the event that reveals the new products.

The upcoming event is slated for some time in September. At which point they will announce the products and any available Pre-Orders at that time as well.

Apple will announce an event 7 - 10 days in advance which may include a new Apple Watch. If you watch that event, and they issue a new Watch they will tell when it can be pre-ordered and when expected delivery date is. For the past 2 phones and watches the order time has been at 7:00a PT rather than midnight as it used to be.
