Change of region for online purchases

Possibly. As explained clearly in the support document you posted from, purchases from one region may not be available in another region, so anything not previously downloaded to an iOS device or computer may not be accessible after the region change is done.

From Change your Apple ID country or region:

Redownload your apps, music, movies, TV shows, and books on any devices that you might use to play or read them in the future. That's because some types of content might not be available in your new country or region. (Learn what types of content and services are available in your new country or region.)

Downloaded purchases will remain on the device and should continue to be accessible.

You'll keep everything you bought and downloaded except for rented movies. Note that if you need to redownload music and video content from the new country's store, you'll be charged again.

You'll also need to cancel your subscriptions.

As far as I know purchases made in the EU is available in all other EU countries and should be transferrable. Unless you want to download all content locally you still need to change countries to access previously purchased content. Does anyone know if this will change soon?
