Why with Apple TV subscription I have to pay for movies?
Why if I have a subscription to Apple TV, do I have to pay to rent movies instead of being able to watch them

The Apple TV subscription is for "Apple TV+" (note the "+"). It only includes Apple TV+ content, not the other things that can be rented/purchased on Apple TV. For Apple TV+ content, see: https://www.apple.com/apple-tv-plus/
