Apple ID Region Change

Hello,

I have moved to the Netherlands recently, but I cannot change my region because I have 0.81$ on my account. How can I zero it down?

Buy an item more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
