flashing question mark folder

I erased my macbook air, and when trying to reinstall macos my comp ran out of battery and shut down

When I restarted the computer, I have a flashing question on folder and when I press option, command PR at the same time—>

nothing happens

I am trying to reinstall mac os.

help!
