Setup Failed (-6712) when atempting to set up AppleTV as HomeKit 'hub'.

I recently moved, and am trying to set my new home up in Home.

I deleted my old home, and am trying to add my AppleTV to my Home, so it can be the hub.

I used my iPhone to delete my old Home, then added my new one. After logging out the AppleTV out of iCloud, then back in, when prompted, I moved my iPhone close to the AppleTV, at which time, the iPhone tells me "Setup Failed (-6712)"

There is very little information about that error online, that I could find. Any help would be appreciated!
