No matter what I put in, even cards with money on them, they all say decline

I had that problem too. I believe after I had my identity verified it worked. The instructions are below.
it will decline if you try to get cash back. at least that’s what happened with me.
Every time I add a payment method even when I know it has money on it, it says declined. I’ve checked the address and everything is right
