If you know the ID and password, you can log in and unlock the device. If you purchased the device from Apple, you can request their help. Otherwise, you'll need to get the original owner to unlock. Learn how: https://support.apple.com/en-us/HT201441

No, Verizon cannot help. Nor can Apple by phone. You are the only one who can unlock the device as is.
Requesting an unlock from Apple can be started by following the details in the support document I provided to you.

I bought it new at Verizon m, they can’t help. And I’ve called apple over 30 times.
