Dual Sims

Can I set up my iPhone 13 pro max up for dual sims. E-sim from Verizon and physical SIM card installed from at&t and use the same phone for both numbers?

If its unlocked yes. You can use sims from different carriers. 2 sims 2 eSims or one of each and it will work.
