13 days to be let back in to my account?! Ridiculous

My issue is with the Apple policy of having to wait *13* days to be able reset my Apple ID password and transfer my old phone's data to my new phone.

My old phone's screen broke and is unreadable, I had to buy a new phone and I forgot my Apple ID password. After guessing the password too many times incorrectly (it was stored in my old phone!), I got locked out - for 13 days - *even after* completing the two-factor authorization (providing a code sent to my new phone, and providing a code sent to my email). 


Why is that not enough to be able to reset my password? Why can't I, for example, show my drivers license at an Apple Store to prove my identity?  Or answer security questions?


Even still, why will it take 13 days for this to be resolved? Does Apple understand how inconvenient this is? Now I'm stuck with a phone where I don't have any of my old data - that means none of my phone contacts, none of the Notes or Reminders I had set, no access to old text messages - and not to mention I cannot download any apps because that would require me providing my Apple ID password!  This is truly ridiculous and needs to be fixed.

"In some cases, you might be able to speed up the account recovery process or reset your password immediately by verifying a six-digit code sent to your primary email address. You might also be able to shorten the wait time by providing credit-card details to confirm your identity. If you’re given this option, an authorization request goes to the card issuer.*"


Faster but requires you are great at keeping things organized:

How to generate a recovery key --> https://support.apple.com/HT208072

With two-factor authentication and an Apple device, you have the option to generate a recovery key to help improve account security.

- "Creating a recovery key turns off account recovery. Using a recovery key is more secure, but it means that you’re responsible for maintaining access to your trusted devices and your recovery key. If you lose both of these items, you could be locked out of your account permanently."
