iPhone 7 Repair Program for "No Service" Issues problem

I'm in Australia. I have a broken iPhone 7 which has been assessed by an iPhone authorised repairer in Australia as qualifying under the: iPhone 7 Repair Program for "No Service" Issues. My iPhone 7 model # A1779 has been identified as made for the Japanese market, as such, Apple Australia refuse to assist me.

I sent the iPhone with detailed instructions in English and Japanese to Apple's 'Warranty Obligor' address in Japan. Apple Japan Inc. sent my unopened package back to me advising that I should've sent my iPhone to their repair centre (they didn't give me the address). I sent an email to Apple CEO regarding this - no answer!

Where do I go from here to get some customer service?

Additional Information

Apple may restrict or limit repair to the original country or region of purchase.

This Apple program doesn't extend the standard warranty coverage of the iPhone 7.

The program covers affected iPhone 7 devices for 4 years after the first retail sale of the unit.
