My Apple TV subscription says cancelled and should be yet my credit card keeps getting charged.

How do you get Apple TV cancelled when it already says my subscription expired but I keep getting charged monthly .

If you have more than one Apple ID account, then check for each.

If another person has access to your payment methods, then they might order stuff that would not be visible for your Apple ID account. Talk to your bank/financial institution about unauthorized access.
