After activating my IPhone 13 it won’t make or receive calls….

Does you new iPhone 13 have an active service SIM installed in it? That SIM card is probably still in your old phone. If you can make and receive phone calls with your old iPhone then you will need to move the SIM card from your old phone to your new iPhone 13 so that it can have the cellular service.

If the above does not apply to you, then contact your carrier for further diagnosis and resolution.
