If it has apparently gone missing somehow, then perform the following...

Reset the Home Screen Layout...

You'll have to add back widgets and sorts. So, take note of what is on there currently, or take a screenshot of each Home Screen.

Scroll to: Reset the Home Screen and Apps to their Original Layout

1. Go to: Settings
2. Tap: General
3. Tap: Reset
4. Tap: Reset Home Screen Layout

What The Littles has proposed is the nuclear option. If you don’t have a lot of apps it won’t be too bad, but if you have more than one or two pages it will take you hours to get things back to where you want them. I have 5 pages and 300 apps, most in folders, so it would take me several days to get my Home screen back to the way I wanted it.

Searching for the Phone app is much less painful in most cases. Or, when you want to make a call just say “Hey Siri, open the Phone app”.

If you update to iOS 15 the phone app will always be available in the App Library, and you can drag it from there back to wherever you want it.

It is not possible to delete the phone call app. It’s on your phone somewhere. So use the Search function to find it.
