How to consolidate my two apple id's

I have two apple id's. One is associated with a now-defunct, non-working email. How can I consolidate them into one ID?

You can't merge Apple IDs. You can try setting up Family Sharing between the IDs if you want to be able to share purchases made with the IDs.
