Apple has posted several support documents on Family Sharing.

To use it you first have to set it up.

The organiser will have to purchase an iCloud storage plan - or can have one before the group is set up and it will continue into the Family Sharing group.

To give you an example of how it can be used, the storage space can be used to store and synchronise files between devices (each Apple ID has a private space in Family Sharing) and to backup iPhones to iCloud.

There are several other services you can use within a Family Sharing Group. See What is Family Sharing?
