I have a tablet that has a 9.3.5 IOS and can I update to a IOS 10.0 so i can download games for my grandaughter

If you're referring to an iPad 2, iPad 3, or first generation iPad mini, you can't. Otherwise, use a computer or the Software Update function in Settings.
