Will all my stuff on my iPad be downloaded on the computer I’m using when I restore it being available to anyone that uses the computer

There are two things defending against someone accessing your iPad’s backup data on your computer. The first defense is the password set on your computer and the second is the password set for your backup file which is required if you used encryption.
If you did not set the password for your computer OR a password for your backup file and someone begins to restore the data on their device, then they will faced with entering your Apple ID and Password at some point in the restoration process.
The best way to create a backup on a computer for your iPad is to choose the encryption option during backup which will require you to set a password for the backup. Once the password is set then you do not have worry about anyone retrieving the data without that password.
