Looking for the recently deleted folder in the apple notes app and it's not there. i have followed the directions via apple support.

Those directions from Apple Support hopefully begin with tapping “<Folders” in the upper left of the Notes app.
If that fails, then the method to proceed depends completely on where your notes are housed. Presumably Apple Support had you investigate Settings > Notes > Accounts and answer this.
