can't mount external hard disk or usb drive

This is the error message when I clicked 'mount' in the disk utility, hope someone could help.

Could not mount “Ted_16”. (com.apple.DiskManagement.disenter error -119930872.)

On another macbook, the same disk works, so i am sure it's not the disk itself that has the issue.

I have tried run first aid, still cannot mount. then, I erased it, still got the same error message.
