Does family sharing allow you to use it to backup a device or do I need to do that separately?

Family Sharing and backups are different activities. You can backup to iCloud without being a Family Sharing member and also as a Family Sharing member. Either way you will need to have enough space to accommodate the backups.
Backups to iCloud from your iPhone are managed in Settings > [Your Name] > iCloud > iCloud Backup.
