It really depends on any number of factors - especially the processing power.
But we don't know and can only speculate since we don't have access to Apple's internal discussions on this sort of thing. That being said, the 2nd gen iPhone SE has a more powerful processor than the XR. Buying one would also come with a full warranty and new battery. And it's cheap.

No one here on this user to user only forum can answer when Apple will stop supporting iPhone XR. It was released in 2018, so going on 4 years old at this point. Apple tends to support devices for 5 years at least. Personally, given this is a nearly 4 year old device, it would not be high on my list of devices to invest in.
Buying used iPhone's is tricky at best and often comes with potential problems. Read this user tip I wrote about buying devices which are activation locked --> https://discussions.apple.com/docs/DOC-250001038
If you want to buy a used device, it would be highly recommended to buy from the Apple Refurbished Store. I'd look at devices from iPhone 11 up. Fair warning though: The SE 2nd Gen is significantly smaller then the Xr. It's 4.7 inches, same size as the 6, 6s, 7 and 8. It's one of the smallest iPhones available.
Other than the size factor, the SE really is a great choice. It's budget friendly, feature packed and a throwback to the days of iPhone 7 and 8. If you want a bigger phone, you might consider the iPhone 11. It's a tad old, but just as powerful as the SE, and the same size as the Xr. Apple still sells it new, which is a perk. All else is up to you.
The choice really depends on what you need the device for and how much money you're willing to spend. If you buy secondhand, remember what lobsterghost1 said about Activation Lock. Very important.
