if the location icon is showing next to the time on your phone does that mean someone is tracking your phone.

No. If the location icon is filled in (Blue or White) then it means an app is using your location. These are the apps that you have allowed to check your location on your iPhone. You can double check which apps, on your iPhone, have the permission to check your location by opening Settings ➡️ Privacy ➡️ Location Services: Here, you should see all the apps that have been given permission to check your location either While you are using the app, Never or Always.

Note that there are also iPhone system location checks in the background as well.
