Hi!

I already have ongoing apple tv+ and apple arcade subscriptions.

I have bought a new iphone 13 pro max from authorised retailer.

Am I eligible to get Apple Arcade for 3 months and Apple TV+ for free if I already have ongoing subscriptions to those services?

Those that don’t have subscription those services, they are able to redeem these services for free for some time.

No, sorry. If you already have subscriptions, you don't get the free ones with a purchase of a new device.

That’s a shame. I thought of it more like a gift for buying their product rather then free trial.
