I have an Ipod that was left behind during an apartment cleanout and i am wondering if i can wipe it and still use it?

Depends on how old it is. If it' s asking for Activation Lock, then the answer is that you won't be able to use it. See: Activation Lock for iPhone, iPad, and iPod touch - Apple Support
If it's 4th generation or earlier, it did not have activation lock, you will be able to do this: If you forgot your Apple ID password

So my wife said that it’s a 5th generation. Is there anyway you can let the owner know I have it and if they want it I’ll give it up. But I highly doubt it. They left it behind when they moved out of the apartment.
There is no way that Apple will identify and contact the prior owner. As I said, if it is locked with Activation Lock there is not much you can do if you cannot contact the previous owner.
