Apps are not stored in iCloud. There is really no need to store apps in iCloud anyways since the 'purchase' of apps is linked to your Apple ID. So you can delete an app, just go redownload it again if you want it back

Sorry no. Apps must be stored on your iPhone, not on iCloud.
