I wish to send my used mac mini overseas, possible?

It is out of warranty already and it would be kept under my name.

Depends on where you are sending it from and where you are sending it to. There may be import/export limitations imposed by governments, taxes, tariff, etc. You need to check with your country and the destination country.
As far as the Mac itself, it can be used anywhere in the world with the right power cord.
