I am running ios 10.3.4 on my ipad when Itry to update I get a message saying my software is up to date

Older iPads cannot be updated to the latest version. The iPad 4th generation, for example, cannot be updated beyond 10.3.4.

Sorry, I don't know of a way to do that without buying a newer iPad.
