That message usually crops up when peer to peer connections are blocked on the network. If the router is under your control you need any client/access point/wireless isolation/security feature turned off.

It somewhat depends on how well you get on with the IT dept., or if there is a business case for allowing your HomePod access to the network. If not you may be able to setup the HomePod at home, configure it to allow playback from anyone with a passcode, then it may work for you at work.
