Is this an official store?

Yes it is. However it appears that all versions of the 2022 iPhone SE are out of stock on Amazon.co.uk. However, it does note that they are sold as "unlocked for all carriers". You might have better luck buying from an Apple Store if that's convenient.

The iPhones are not locked based on a region. The iPhones are either fully unlocked to work with any carrier OR locked to a single carrier. What you need to do is to ensure that you are purchasing an Unlocked iPhone. This way it will work with any carrier that you choose to use around the world.

Unlikely that it wouldn't be carrier locked, unless it's perhaps third party. You can most definitely get a "SIM free" device at an Apple Store.

SIM-locked devices are different. Some will give a certain amount of time before automatically unlocking. Others require a manual request, and they have different requirements for unlocking. But if you really want to be sure, get an unlocked device directly from Apple.
