Unable to activate

I have iPhone 7 and I had just restored it to resolve the update issue but after restarting I am facing a disclaimer message that "unable to activate" an update is required to activate your phone. learn more at apple. support/UK/support. Also, at the bottom, I have only one option "Shutdown".
