I lost my I phone 6 S and now I want my apple ID on the phone I have now. It is under another name but the person who gave it to me has no password anymore.

If the phone is activation locked to an Apple ID only that Apple ID and its password can remove activation locked. If they forgot their password they can reset it→If you forgot your Apple ID password - Apple Support

If u have access to a receipt for that device u can send in a request for removing the activation lock with the link below.

I'm guessing you don't have the original receipt from an Apple Store or Apple Authorized Reseller which would be required for Apple to clear the Activation Lock. If the person who used it cannot come up with the information recycle the iPhone responsibly.
So you have the original receipt issued from an Apple Store or an Apple Authorized Reseller?
The phone is from 2016 and the person who used it then has no more contact information for the old apple ID account.
