Apple Music is a subscription service, you do not buy it, you rent it.

If you subscribed through a German Apple ID to Apple Music, and maintain that German account, you can access the subscription service anywhere including Thailand.

If you want to change the country associated with your Apple ID, then you will need to cancel the German subscription, and subscribe again with the Thai account. Apple Music is available in Thailand.
