I phone 13 pro max

Callers not in my contacts only show up as a name. There is no number showing to let me know who is calling. I have AT&T. So it’s not just a Verizon problem.

The iPhone will display incoming call information as sent by the carrier if the caller is not in the contacts list. In your example, AT&T manages which information and how it is displayed on the iPhone. Contact AT&T support and ask them the same question.
