How to block a caller completely
Is there any way to block a certain number from my phone completely, so the don’t even get my voicemail?

No. Blocking them on the phone simply rejects the call. In that case, it does what all rejected and missed calls do, and rolls to voicemail, which is a carrier feature.
Contact your carrier to see if there is a way to block them at that level.
