I would like to know if have any difference buying a new Mac or iPhone on an Apple Store versus Costco or other retailers? Also Could I get the technical support contract purchasing an Apple product in a different retailer and taking it to my mom in Brazil?

A Mac is a Mac and an iPhone is an iPhone regardless whether purchased directly from Apple or from another retailer.
You will have to check with Apple regarding warranty and servicing limitations in another country.
Think about this: the Mac you bought at the Cosco In Denver, Colorado malfunctions and is covered by their in-house warranty. Is there a Cosco in Brazil to take it to for remediation? Hopefully that type situation will never arise. But warranties and insurance exists to help mitigate unexpected things that go sideways. It's always good idea to help make that process as easy as possible. Especially for our moms.
The cost difference, if there is one, will likely be slight. But Apple's worldwide reputation is well established as are stores and certified repair shops. Other sellers you'll have to find out for yourself, hopefully before the purchase. And even then, they will have to deal with Apple to get Apple parts ... if they can.
