My Iphone is not working

I have tried hard reset, not working, it just shows the apple sign and after a while, it stops showing it and it the apple sign comes up again. When I try hard reset it shows "sopport.apple.com/iphone/restore" now I tried restoring, and it shows error 4013. Please what should I do?
