Cannot Set Up voicemail

When I try to set up my voicemail by going to the phone application and going to voicemail it says “call voicemail” and when I call it it asks for my voicemail number but I haven’t set it up yet. What should I do?

iPhone 11, iOS 15

You should start by contacting your carrier.
