Can't send message to one of my contacts on iPad but will send on my iPhone.

Is this one contact a non-iOS user? An Android user? If so, the only way for you to send a message (SMS) is if you have text message forwarding activated on your iPhone. On the iPhone, go to Settings>Messages>Text Message Forwarding, then select your iPad. For additional information on this, see this support document.
