not all synced music from iTunes is available on other iCloud devices

I have a subscription to to Apple Music but Not all synced music from iTunes/Apple Music from primary computer account is available on all devices. I get message "this sing is not synced across your devices". I follow directions to select sync Library (already selected) but it still does not work.

See Identify cloud status icons in your music library on your Mac or PC - Apple Support. You might have tracks that are waiting (to upload) or show as ineligible, duplicate, error, removed, etc. There are potential workarounds for each status.
