my account has been disabled in the app store and itunes.

Hi, there i am trying to use the app store and any time i want to do something such as update an app it keeps on popping up saying

"your account has been disabled in the App Store and iTunes"

I have looked into this online and have changed my password and tried to add a new billing address to try fix the issue to no success.

There's a problem with your iTunes Store account information which can't be fixed from your end. Click here and contact Apple Support at a time they're open; if the link doesn't have an option for your country, use this form.
